This is the expected behaviour. For grouped suggestions, only the "Group by best match" has been implemented. The two others, "Group by best average match" and "Group as positioned", are not.

What do you mean by has implemented? In the core plugin or by my settings?

In the core.
If you look at your suggestions settings in WPSOLR, you will notice that 2 out of the 3 group “Order by” dropdown items are greyed.
