Indeed, ports other than 443 or 80 are often blocked by the WP host.

What is “the cloud start up”? Your WP hosting, your Solr hosting?
I have actually still got it stored locally
Do you mean your Solr is installed on your WP machine? Or on another machine of your WP provider? If so, how was Solr installed, and which version?
